文化人類学, 2020年09月, ［査読有り］防災研究においてレジリエンスとは、一般に災害によって受けたダメージに対する回復力と定義されるが、被災地を歩いてみると、地域コミュニティの再生の核となるような社会的空間があることに気づく。本論では、こうした空間を「レジリエントな空間」と呼び、ゴルカ地震を経験したネパール・カトマンドゥ盆地のパタンで得られた知見に基づき、中国・雲南省の麗江、およびトルコ・イズミル地方のベルガマの世界遺産エリアの事例を検討する。いずれの場合も世界文化遺産を焦点としたツーリズムが展開されているため、ここでは観光客を含めた地域コミュニティの防災を検討し、地区全体の防災力を高める方法を探る。特に地域や都市の防災を考える場合は、それぞれの地域や都市の課題を十分に検討して事前復興計画のなかに問題解決の視点をとりいれること、そして復興や再建それ自体が社会や文化の再生につながっていることが望ましい。ここでは、平時と非常時を貫くレジリエントな空間を防災に活用することを提案する。

"Conservation of Cultural Heritage" does not only refer to the protection of physical and historical properties of heritage sites, but also to the improvement and reorganization of the environment and of the life of local communities impacted by tourism and globalization. How to preserve the physical heritage (traditional dwellings, historical buildings, bazaar, landscapes, etc.) and keep the intangible cultural heritage (customs, lifestyle, arts and crafts, etc.) growing will be a decisive issue. This paper focuses on the improvement and reorganization of vernacular spaces (especially in residential area and commercial area) of historical city "Bergama", Turkey after listed as the world cultural heritage on 2014. Bergama, known in ancient times as Pergamon, is a historical and cultural settlement located in the northwest of the Aegean region harboring rich Hellenistic, Roman, Byzantine and Ottoman archaeological remains. This paper aims to analyze the transformation faced in the core zone which is consisted of the historical buildings in residential area and Bazaar called "Arasta" through not only spatial study but also function and utilize of the space. The main topic of this paper is the sustainable development of dweller's lives and new tourism in a historical settlement. It's time to make a sustainable development plan estimating the effects of future mass tourism pressure before it is too late, Bergama was nominated to UNESCO's tentative list of World Heritage Site on April 15, 2011. The main purpose of the research is to define the attraction of Bergama's historical worthy spaces in the overseer's eye (outsider's eye). Then, the analysis of the method of conservation and development plan to maintain Bergama's identity are discussed from 3 points of view (city scale, block scale and building scale). Furthermore, we will share the importance of conservation plan and citizen participation including several activities when the sustainable city is created. We can overcome the risks to a historical settlement by sharing conservation activity.災害を軽減するためのコミュニティに関する調査

Almost every year, we have suffered from the small or big natural disasters such as earthquakes, tsunami floods and typhoon. We learned from these natural disasters how to reduce fatalities and damages to physical facilities such as houses, buildings, roads, water ways, electric, gas and drinking water pipe lines. Especially, the great natural disasters related to earthquakes occurred in Japan at 15 years intervals. There are the various building and town planning codes to reduce the damages caused by natural disasters. There are five main bodies to work for disaster recovery and disaster reduction; i)Public authorities- vocational governments, local governments (state or prefecture) and municipal governments (urban and rural), ii)Local communities (urban and rural), iii)Private business corporations, institutions and firms, iv) Educational institution (universities and high schools), v)N.P.O. (Non-profit organizations). In additional to the above-mentioned main bodies, we recognize the vital roles played by educational institutions and the non-governmental organizations in the case of the relief work during disaster recovery operations. The paper aims at studying community activities - how to cope with natural disasters in collaboration with various public and private corporations and institutions, especially with universities and high schools.土地利用属性に基づく情報量を指標とした東京都区部の地域分析

既存の地図や空間情報データは、各々の目的に応じて整備され、表示されている。これらの地図は、明確ではあるが、実在する場所の特性を捉え切れていないと考えられる。そこで、種々の空間情報データを組み合わせると、一種のデータでは表現できない場所のより詳細な特性を捉えることが可能となると考え、土地の用途的特性が示されている複数の二値化データ（二項対立の空間情報データ）を二分木の理論を援用して重ね合わせていく。本研究では、二値化データを重ね合わせた結果得られた土地利用属性から情報量を定義し、算出した情報量を用いて地域分析を効率的に行う手法を提示する。さらに東京都区部をケーススタディとして取り上げることで、実データを用いて空間特性の把握を行い、場所の固有性について研究する。香港・旺角地区における高密度住居に関する形態学的研究 : その1. 住居単体の空間構成の分析(海外の空間構成(1),建築計画II)

- 世界遺産エリアにおける公共空間の防災計画

2020年度（初年度）は、分担者や協力者との研究体制強化に力点を置き、トルコ・ベルガマの各種災害リスクの解明や公共空間データの収集を行うことを計画していた。しかしコロナ禍で現地への渡航が実現できなかったため、研究計画を次のように一部変更した。
まず、トルコでの現地調査の代わりに、国内で歴史的風致維持向上計画の認定を受けた都市や観光まちづくりを推進している地域を訪問し、公共空間における災害リスク管理方法等に関する情報収集を行った。対象地は、京都、鎌倉、小田原、真鶴などの移動可能圏内の観光地とした。特に真鶴では、地域へのプライドの持ち方、建築資源の活用とその運営方法（ローカルリパブリックの考え方を含む）、居住者と訪問者（観光客を含む）の関係性、コミュニティ活動などについて、有益な事例を参照できた。これらは、地区レベルで防災・減災を推進しようとしているベルガマにおいても、欠かせない取り組みであると思われた。
次に、2020年10月にエーゲ海地震を経験したトルコでは、防災に関する関心が集まっているものの、自治体の体制は頻繁に変更することから、具体的な対策はなかなか実現されていない。ベルガマでも防災協議会がいまだに発足されていないことが研究協力者とのオンライン打ち合わせで判明した。そこで、当初予定していた防災に関する住民教育を、防災協議会を主体として実施することは困難であると判断し、研究体制を組みなおした。具体的には、ベルガマ市役所のみならず、イズミル県の防災担当者も研究協力者に加えて、研究調査過程そのものをイズミルならびにベルガマの自治体教育に役立てていくこととし、そのための体制を構築した。
また、本研究は、先行研究で実施した住民ワークショップで明らかとなった問題の解決を図る継続研究と位置付けており、両研究にかかわる成果（本研究の課題を含む）を、国際会議や論文等に発表した。 - 世界遺産と防災：アジアにおけるヘリテージツーリズムの持続的発展のために

防災という観点から、日本、インドネシア、中国、トルコの世界遺産を取りあげて、現地調査やワークショップを行ない、アジアにおけるヘリテージツーリズムの持続的発展について検討した。初年度はバリとジョグジャカルタ（インドネシア）、2年目は上海と成都（中国）、3年目はベルガマ（トルコ）でワークショップを実施し、それぞれの地域の問題点を議論し、提言を行った。最終年度のベルガマにおけるワークショップでは防災マップ等の作成を通して地域社会の防災意識を高めた。この過程で、地域の防災委員会の設置に向けた計画書を作成することが取り決められた。これは公共領域における防災研究の構築につながる成果である。 - 世界遺産候補「古都ベルガマ」の密集住宅地における「防災ひろば」の配置分析と提案

トルコの世界遺産「ベルガマ」（研究開始直後に世界文化遺産登録）の保存計画は、“個”としての建築の保存および耐震設計の指導が優先され、住宅地“全体”の維持・継承と防災の視点が不十分である。そこで密集住宅地の空間システムを分析し、公園・空地などの「ひろば」と街路における防災・減災の課題を整理した。また「ひろば」の日常時と非常時の利用方法を検討し、建築家と「防災ひろば」の提案を作成した。分析結果と提案はWeb上にも公開し、世界遺産エリアの防災・減災計画の必要性を広く説明している。本研究はベルガマの「防災ひろば」の実現に向けた第一歩となる。 - 歴史都市における持続可能な生活と観光開発ートルコ・ベルガマを事例として
