Japanese Journal of Cultural Anthropology, Sep. 2020, [Reviewed]"Resilience" is an important concept in disaster risk reduction. In 2015, the International Expert Meeting on Cultural Heritage and Disaster Resilient Communities was held for "Cultural Heritage and Disaster Resilient Communities" at the Third United Nations World Conference on Disaster Risk Reduction in Sendai, Japan. In the context of the disaster risk reduction study, the authors explore the use of social spaces for community recovery in the three disaster affected World Heritage Sites: Patan in Nepal, Lijian in China, and Bergama in Turkey. The authors call such spaces "resilient spaces" and adress following questions: How we can integrate resilient spaces into disaster risk reduction plan, and how we can incorporate everyday routines into the advance disaster risk reduction plan? In doing so, we pursue the ways to regenerate post-disaster community life, as well as to sustain its World Heritage tourism.

"Conservation of Cultural Heritage" does not only refer to the protection of physical and historical properties of heritage sites, but also to the improvement and reorganization of the environment and of the life of local communities impacted by tourism and globalization. How to preserve the physical heritage (traditional dwellings, historical buildings, bazaar, landscapes, etc.) and keep the intangible cultural heritage (customs, lifestyle, arts and crafts, etc.) growing will be a decisive issue. This paper focuses on the improvement and reorganization of vernacular spaces (especially in residential area and commercial area) of historical city "Bergama", Turkey after listed as the world cultural heritage on 2014. Bergama, known in ancient times as Pergamon, is a historical and cultural settlement located in the northwest of the Aegean region harboring rich Hellenistic, Roman, Byzantine and Ottoman archaeological remains. This paper aims to analyze the transformation faced in the core zone which is consisted of the historical buildings in residential area and Bazaar called "Arasta" through not only spatial study but also function and utilize of the space. This paper focuses on the traditional houses which are consisted of the Vernacular Architectures. It's evaluated as the original regional resources in the cities, and defines "Turkish Houses" in this paper. Recently, new strategies of conservation and management method should be considered for providing against demolition of historical and cultural houses in the world. This paper aims to compare and analyze the issues faced with the "Turkish Houses" of historical and tourism cities in Hamamonu and beypazari in Ankara, Turkey. Then, the techniques and skills adapted method are discussed and shared as the result of this study. The summary of key findings and research methods are shown as following 3 points; i) The situation of "Turkish Houses" in Ankara is defined through the author's fieldworks and interviews toward the governors and residents in their cities.ii) Spatial identities (topography, spatial position, materials, ornament etc.) of both "Turkish Houses" are defined through the comparative study. iii) Systematized and analyzed the issues faced with the "Turkish Houses". It analyzed through the conservation planning and management, and activities including the publicity. It's required to approach the new concept for creating sustainable historical and tourism cities. Even though the difficulty and problem solving in each cities are not identical, the cultural and technical exchanges are expected to be grow. *This field work was carried out when the author was in Turkey as an exchange researcher in Feb. 2013 supported by YUNUS EMRE, Turkish Embassy. The main topic of this paper is the sustainable development of dweller's lives and new tourism in a historical settlement. It's time to make a sustainable development plan estimating the effects of future mass tourism pressure before it is too late, Bergama was nominated to UNESCO's tentative list of World Heritage Site on April 15, 2011. The main purpose of the research is to define the attraction of Bergama's historical worthy spaces in the overseer's eye (outsider's eye). Then, the analysis of the method of conservation and development plan to maintain Bergama's identity are discussed from 3 points of view (city scale, block scale and building scale). Furthermore, we will share the importance of conservation plan and citizen participation including several activities when the sustainable city is created. Almost every year, we have suffered from the small or big natural disasters such as earthquakes, tsunami floods and typhoon. We learned from these natural disasters how to reduce fatalities and damages to physical facilities such as houses, buildings, roads, water ways, electric, gas and drinking water pipe lines. Especially, the great natural disasters related to earthquakes occurred in Japan at 15 years intervals. There are the various building and town planning codes to reduce the damages caused by natural disasters. There are five main bodies to work for disaster recovery and disaster reduction; i)Public authorities- vocational governments, local governments (state or prefecture) and municipal governments (urban and rural), ii)Local communities (urban and rural), iii)Private business corporations, institutions and firms, iv) Educational institution (universities and high schools), v)N.P.O. (Non-profit organizations). In additional to the above-mentioned main bodies, we recognize the vital roles played by educational institutions and the non-governmental organizations in the case of the relief work during disaster recovery operations. This paper analyzes the regional identity and the various characteristics in Tokyo 23 wards caught by the dichotomy between the two. Concretely, it is based on the land use data which is huge and wide-ranging GIS data. The binarized data is made from these GIS data. For instance, geographic layer is divided to "residential area" and "downtown area". Like this, the essence comes to be captured by doing such a rough classification as people's recognition method of things. Each place is expressed as on and off of the bit array "land use attribute" when the data are overlapped. Entropy based on the attribute is calculated by the array of bit. The difference or similarity of the place is expressed. On the basis of a collaboration between architects and anthropologists, this research focuses on World Heritage Sites in the Asiatic seismic zone, specifically in Japan, Indonesia, China, and Turkey. Issues related to each World Heritage Site and the surrounding area were discussed from the perspective of disaster risk management through field surveys and workshops. These international workshops were held in Bali and Yogyakarta (Indonesia), Shanghai and Chengdu (China), and Bergama (Turkey) over 3 years. Recommendations for sustainable heritage tourism were developed and proposed.
During the workshop with the local community in Bergama, the community's disaster risk awareness was promoted through their discussion and making process of disaster risk management map. Local government began planning a community-based disaster risk management committee as well. These efforts will contribute to enhancing social and community resilience, and developing public disaster risk management studies. - Study of spatial characteristics and proposed design for "open spaces for disaster mitigation" in the high density residential area of Bergama, a World Heritage site in Turkey

Bergama, listed as a World Cultural Heritage site in June 2015, is located in a high risk seismic activity zone in Turkey. However, adequate disaster risk mitigation strategies for this site are yet to be designed. In this study, plans for open spaces and streets for disaster risk mitigation in Bergama were created. These plans were based on the study of spatial characteristics, functions, utilization, spatial configurations, and spatial relations between neighbors in high density residential area. The proposed plan was released as public information on the website.
