The purpose of this paper is to examine the history of Child's Aid and Protective Campaigns from 1920 to 1922 in Japan. From 1910's to 1920's, the high rate of Infant Mortality had become a serious national problem, and the Ministry of Interior Affairs started the enlightenment activities vigorously to improve the conditions of children's health. The most successful campaign was the Children Hygiene Exhibition in 1920. Through the exhibitions, the Ministry of Interior Affairs introduced the scientific, rational thinking of childbirth, childrearing and cares for children, so that the ordinary people could have the healthy life-style and could prevent the diseases for babies. It also stressed that Kindergarten education and day-nursery were the effective institutions to realize those ideals. On the other hand, The Japan Kindergarten Association which was for the preschool education for upper middle class also joined the Child's Aid and Protective Campaigns. It tried to appeal to lower class the importance of Early Childhood Education, the necessity of the establishment of day-nursery and system of nurse-teacher training. However, without clear strategy, the Campaigns ended with only an advocacy and came to a deadlock in two years. Though the enlightenment activities by the Japan Kindergarten Association could not continue, it would be said that those campaigns have the historical meaning in the sense that Kindergarten education approached the social problems and tried to solve them. For future studies, I will examine how those Child's Aid and Protective Campaigns in 1920s had been developed later, especially whether they have influenced the establishment of the Ordinance Relating Kindergarten in 1926 or the establishment of Children's Day in 1947. - 国際協力機関によるECD測定・評価指標の概要と課題

Change process of preschool teachers’ and parents’ actual condition and thoughts under the contaminated environment was researched. Interviews and questionnaires were held.Difference of views towards to improvements of education and difference of behavioral tendencies of children by the age were discovered through the research of the teachers. Importance of natural environment in the children’s development was point out. Through the research of the parents, their proactive judgements about choice of information and decisions for actions that based on their sense of value were remarkable. Continuation of the affect from the hazard is different by areas and subjects. The purpose of this study is to investigate the actual situation of Early Childhood Care and Education in Asian developing countries and make a good relationship with ECCE specialists in each country for the future development of international cooperation. In December 2006, we invited the three professors of the department of ECCE in Hanoi Teacher's University to Ochanomizu University. During this two week's interchange, we shared the rare opportunity to compare the theory and practice of ECCE in both countries. First, we guided them to the kindergartens and the nurseries which realized the ideal of Child-Centered Education. We discussed the advantages/disadvantages when they apply that Japanese method to their practices. It helped them to make clear the things how to prevent the children's right and improve the quality of ECCE. Second, we introduced the latest academic issues related to ECCE-developmental psychology, brain science, international nutrition, family sociology, children's culture, etc. Through these lectures, they can abundant their knowledge and experience in Child Study and can widen their viewpoint of teacher training curriculum. Third, we planed the symposium which Dr.Thai, the director of Hanoi Teacher's University, presented their results of uniformities of kindergarten and nurseries in Vietnam. It contributed Japanese scholars and government staff to reexamine the best way of holistic approach to ECCE.
