- The Historical Evolution of Educational Counseling in Japan's Course of Study

The purpose of this paper is to summarize the historical changes in the descriptions of Educational Counseling within Japan’s Course of Study, and to provide foundational material for examining its role in school education.
The term Educational Counseling first appeared in the third revision of the Lower Secondary School Course of Study in 1969, where it was described as "Educational Counseling (including career guidance)." This phrasing continued in subsequent revisions, but in the eighth revision (2017), it was changed to "Counseling (including Educational Counseling)."
Furthermore, the descriptions reveal a shift in the status of Educational Counseling—from being recommended as desirable practice to becoming an essential component of school education.

Lead, This report describes the use of the Student Counseling Room at Teikyo Heisei University in FY2023 as follows. The total number of counseling sessions was 312, which was about 1.8 times that of the previous year. The actual number of students who used the Student Counseling Room was 67. The number of new counseling cases was 58, about 1.7 times that of the previous year. In the classification
of main complaints for counseling, which was newly started this year, counseling about self was the most common, accounting for 53.4% of all main complaints. Many of the clients came to the counseling center on the recommendation of their teachers. The increase in the total number of counseling sessions and the number of new counseling sessions was largely because counseling activities were conducted throughout the year at the Nakano Campus Student Counseling Room. We also report that a student counseling counselor was hired at the Chiba Campus Student Counseling Room, and student counseling services are now provided under the same organizational and operational structure as the Ikebukuro and Nakano Campus Student Counseling Rooms.
