Abstracts of Annual Conference of Japan Society for Management Information, 2019, [Reviewed]According to estimates by Ministry of Economy, Trade and Industry, Information Technology (IT) and Artificial Intelligence (AI) human resources will have quite shortage in Japanese industry in 2030. The condition and efforts relating human resource development for IT and AI in small and medium‒sized firms of Japanese local area has been not found. In this report, presenters from the firms of small and medium‒sized firms in Hamamatsu area in Japan report efforts relating human resource development for IT and AI, and the participants of this study group exchange views on finding about their reports with presenters. As a result of this report, suggestions about how to develop human resource of IT and AI will be obtained.

Abstracts of Annual Conference of Japan Society for Management Information, 2019, [Reviewed]An ethnologist Dr. Tsuneichi Miyamoto surveyed the ordinary people's life in our country, in detail. Generally speaking, many people recognize as the traditional organizational decision-making system in our country is The "RINGI" documentation system, and "NEMAWASHI" negotiation. However there are unique organizational decision-making methods in the Dr. Miyamoto's survey results. And there is clear difference between the decision-making methods proposed by Prof. H.A.Simon and Dr. Miyamoto's methods. Dr. Miyamoto's organizational decision-making method is expected to highly agreement on the conclusions, among stakeholders. In order to examine this organizational decision making method in detail, it is necessary to construct a model by multi-agent simulation. In this study, I designed simulation model's elemental logic before develop the multi agent simulation model.
- A Study of Excellent human resource types by multi agent simulation

There were many discussions about what kind of personnel are the best talent for the organization. Through those discussions, recently, human resources who are highly motivated, acted spontaneously, and are competent is the best talent for the organization. But, von Moltke said that human resources who are Low Motivated, and are competent is the best talent for the organization. This is called Moltke's law. This study explores validation of "Moltke's law" using multi agent simulation. In this simulation, four types of agents work as security guards. This security guards patrol the target area. And the security guard arrests the suspicious person he found. Through this simulation I get data to confirm "law of Moltke". However, as a result of analyzing the data, I discover that I should further consider the elements of "motivation" in "Morutke's law". As a future work that expanded this research result, I would like to study the actual organization in which many agents interact with each other. - A study to compare the performance of organizations with multiple human resource types using multi-agent simulation.:Trial using human resources type in "Morutke's law"

In organizations that contain multiple types of human resources, there are mutual interference as well as individual abilities, which affect performance organizations. Prior to this research, I tried to verify "Morutke's law". This means studying what kind of personnel type is desirable for the organization. However, in the previous research, the point of mutual interference was insufficient. In this study, I consider the cause of the difficulty of the economic evaluation of the enterprise information system. At first, I survey the various economic evaluation method, which has not been successful. Next, I survey the Theory of Value in Marxist economics, and characteristic features of the information system. Finally, I suggest new cause of the difficulty of the economic evaluation of the enterprise information system. - A study on validation of "Morutke's law" using multi agent simulation.

Until now, there were many cases that ROI (Return on Investment) was applicable to the problem of the investment in the information system. However, the number of cases where the methods other than ROI are applied has increased in an advanced enterprise recently. We researched on the details of the behavior of the investment in the information system of the advanced enterprises. This paper reports our result of this research. Moreover, we propose the new management method of investment in an information system.
