Bank of Japan; Balance of Payments; Statistics Study Group, Editor, Abe, as the representative of the study group, wrote most of the 168 pages of the main text, including Part 1 "Basic Framework for Balance of Payments Statistics," Chapter 3 "Current Account Balance" in Part 2 (pp. 2-104), Chapter 6 "Additional and Related Statistics" in Part 3, and Chapter 7 "Relationship with Other Macro Statistics" (pp. 144-165), and also supervised the whole work as editor.

This survey reveals the financial burden of the family for higher education is the heaviest, in particular, among lower family income classes. They show the loan aversion, too. The participation rates for higher education is strongly related with income classes. Moreover the disparities have been widening since 2006. This survey estimates at least 60 thousands family and their children give up to participate for higher education every year. The implication of this survey is to consider the introduction of grants and income contingent loan scheme to improve the situation.

- At the finals of the 21st Bank of Japan Grand Prix, sponsored by the Bank of Japan, the volunteer team from the Abe Seminar at Teikyo Heisei University's Faculty of Humanities and Social Sciences, Department of Business Administration, won the Excellence Award (runner-up) and the Chief Judge's Award. Following this, on Tuesday, December 2nd, the team, led by Vice President Kenichi Fujikawa and their supervisor, Professor Yasushi Abe, paid a courtesy visit to Nakano Ward Mayor Naoto Sakai.
